The Land Transportation Office is no stranger to adaptation. In response to an anticipated shortage of vehicle license plates in July 2023, the LTO has stepped forward with an interim solution aimed at streamlining the process for vehicle owners during this challenging period.
The LTO has crafted a temporary solution that will permit vehicle owners to use temporary license plates until the production of the official ones resumes.
Among the solutions being explored is the use of temporary license plates, a concept that has been meticulously defined and detailed in the LTO’s Memorandum Circular JMT-2023-2400. To add clarity to this newfound policy, let’s delve into the specifics and nuances of these temporary and improvised plates.
Temporary plates are defined by the LTO as plates that will be issued by dealerships to vehicle owners while they wait for the official physical plate number of a newly registered vehicle. In the case of absent assigned plate numbers, the Conduction Sticker number or MV File Number shall be used, depending on the vehicle type.
On the other hand, improvised plates are described as plates that can be created by the vehicle owner during the interim period while awaiting the replacement of a lost or damaged plate. The LTO District/Extension Office takes charge of processing these duplicate plate requests and issues a permit to use an improvised plate, valid until the actual plate becomes available. It’s worth noting that an “Authorization to Use Improvised Plate” from the LTO is a prerequisite before utilizing these plates.
The MC also laid out specific guidelines for the font color that each type of vehicle should use. For private vehicles, black is the color of choice, while government vehicles will continue to display the familiar red font. Yellow font is reserved for Public Utility Vehicles and other vehicles for hire, while blue is allocated for diplomatic license plates. A nod to environmental sustainability, hybrid and electric vehicles will feature green-colored fonts on their license plates.
For motorcycle owners, there’s more to take note of. Under the new MC, motorcycle temporary plates are now larger and follow the assigned plate number. In the absence of an assigned plate number, the MV File number should be used and the words “Temporary Plate” must be indicated on the plate.
Should you lose or damage your license plate, worry not, the LTO has got you covered. The old process will be followed, with the addition of obtaining proper LTO authorization to use improvised plates while waiting for the replacement plate.
Motor vehicles and motorcycles will use variants of the temporary plate depending on the particulars of the vehicle, whether it’s been just released by a dealer, registered without a plate, unregistered without a plate, awaiting a new plate (improvised with permission), it’s an electric or hybrid vehicle, or a vintage vehicle.
Finally, it’s important to note that the moment the actual plate number is issued, the validity of both improvised and temporary plates will be voided.
